(To be fair, I have to do this with my Surface dock, once in a great while too.) Pulling the power plug on the dock, waiting 5 seconds and then reconnecting, resolves this issue 99% of the time. Once in awhile we a user may have an issue with a something not coming on at startup. Amazingly, the Amazon Basics HDMI input to DVI output worked perfectly.
We found that some brands were not up to the task. Running HDMI to DVI was an issue at first but that was due to the cables. We had to upgrade to newer monitors with DisplayPort. We had those monitor flicker issues, particularly with older monitors. Lots of firmware and driver updates via Dell Command Update later and they are not nearly as finicky as they once were. We struggled for a good year getting these things dialed in. I have a number of these and have managed to surmount most of the problems with them.
